Wigan Council: Keeping vulnerable people connected during COVID-19

About Wigan Council

Wigan Council is the local authority for the Metropolitan Borough of Wigan in the UK and is the ninth largest metropolitan authority in the country.


Since the COVID-19 pandemic, the world we know has changed and the way that people interact with one another has become increasingly more dependent on digital channels, particularly the vulnerable, due to shielding. Wigan Council’s challenge was to keep vulnerable adults and children, some with special educational needs (SEN), safe through shielding but to find a way of keeping them in touch with the outside world. Many were used to routine and social interaction through organised groups, something that disappeared overnight as the UK went into lockdown.

Using devices to communicate would not only help people stay in touch and provide learning support through a digital community but would also enable healthcare workers, social workers, and carers to connect with people remotely. They needed a simple solution that could use connectivity without the need for adding a fixed line into homes, which would be costly and take time to deploy.


Working with Wireless Logic, Wigan Council were able to provide those in need with a 4G enabled device (tablet), utilising a managed IoT SIM, underpinned by Wireless Logic’s private APN infrastructure (for a secure and resilient connection). This meant that individuals without access to connectivity/internet at home could use their device to communicate with others, join virtual groups or learn online with regular interaction with friends and family whilst the Council can ensure that any data generated from the device would be securely transmitted. Each tablet’s data usage is managed and monitored though Wireless Logic’s SIM Management Platform, SIMPro, providing the Council with governance needed to support the roll out from a 4G perspective.


Providing individuals with their own personalised IoT connected device has given choice and accessibility to many people. The technology has meant that individuals have been able to stay connected and continue to learn through an interactive user interface whilst enabling their carer/social worker to have remote access and help them with everyday tasks.
